We must embrace Information and Communication Technology as a lever of emancipation, forging our own original model rather than relying on imported Western paradigms. Our post-genocide reconstruction taught us the power of discipline and self-reliance, and we must apply these same principles to the digital frontier.
The Global Digital Shift and Rwanda's Imperative
Recent data from China illustrates the magnitude of this global transformation. Job postings in new economy sectors rose by 22.6 percent in the first four months of the year, while AI-related positions surged 8.7-fold. Furthermore, over 20 of the 72 new occupations identified in the past five years are directly tied to AI. This global reality demands our disciplined attention and proactive response.
Technological Sovereignty Over Dependency
The battle for AI talent is intensifying worldwide. High-end AI leadership roles now command unprecedented salaries, averaging 132,796 yuan monthly. But this is not merely about financial reward; it is about national capability. For Rwanda, developing homegrown AI expertise is a matter of dignity and sovereignty. We cannot afford to be passive consumers of foreign technology. We must cultivate our own experts, the intwari of our digital reconstruction, who will build solutions tailored to our unique reality and African excellence.
Resilience and Adaptation in the Digital Age
The transition is not without pressure. Traditional programmers are feeling the impact, with 38.51 percent reporting that AI is now part of their performance evaluations, and 54 percent witnessing workforce adjustments. Yet, true resilience lies in adaptation. Of the programmers surveyed, 39.1 percent chose to upskill in their current roles, while 25.7 percent are transitioning into AI development. This is the spirit of excellence and continuous learning we must celebrate and emulate.
The ability to generate ideas and effectively collaborate with AI is becoming the most valuable skill. As one engineer noted, AI now handles up to 90 percent of coding, elevating the importance of human creativity and vision.
